Mark W. Boenke, PE President
Mr. Boenke is a 1992 graduate of Rose-Hulman Institute of Technology and brings decades of applied engineering, transportation asset maintenance, design, construction, team leadership, and business management expertise to his role as President of PILLAR, Inc. His experience at all levels of the development, implementation, evaluation and assessment phases leave him uniquely knowledgeable and qualified to lead the PILLAR team as they provide clients with a level of planning, service and project success that is unique.
Mr. Boenke uses his experience with performance-based operation and maintenance contracting, heavy highway construction background, and infrastructure engineering design to assess conditions, develop programs, design plans and author specifications that take into consideration not only current considerations (construction cost, materials, means, and methods), but also the associated future maintenance issues. This consideration helps maximize design life-cycles and sustain intended use through implementing both construction and maintenance best practices.
His experience with state and federal agencies, municipal governments, railroads, and utility companies and their corresponding ordinances and standards has enabled him to create exemplary models for policies and procedures to ensure clients deliver their projects on time and on budget. His familiarity with performance-based outcome criteria and rating programs combined with his field experience, knowledge of equipment capabilities, ability to interpret plans and reports, helps develop repair and maintenance programs, schedules, and contracts to address identified deficiencies in the most economical manner.
