Dan Dennis, PE
Vice President, Public-Private Partnerships
Mr. Dennis serves as our Vice President for Public-Private Partnerships. He earned a Bachelor’s Degree in Civil Engineering from Virginia Tech and is a licensed Engineer. His experience in privatized Highway Maintenance began in 1997 as a Project Engineer on a 100-mile interstate O&M project. He went on to become a Project Manager on a 1,000 lane-mile O&M project where he managed a staff of 35, including subcontractors, trucks and equipment to provide all aspects of maintenance, including incident management and snow removal. Mr. Dennis then continued working for an international O&M provider in the business development department as an estimator for P3 and routine maintenance projects.
His proposal development experience includes risk analysis, multiple types of bid estimating, and O&M procedural document generation. He used that knowledge to build PILLAR’s P3 Department, which also provides input to PILLAR’s Asset Management Department. PILLAR’s P3 Advisory department provides O&M cost estimates and plans to various P3 developers and P3 public owners at various stages of project development.
