Duties: PILLAR, Inc. is seeking a candidate to provide support to our asset management, project management and contract monitoring team in providing contract administrative duties for projects located on Interstates. Candidate must be willing to work nights as well as days and may be “on-call” during certain weeks in a month.

Skills

Required:

  • Experience developing and managing contracts and budgets as well as planning, monitoring  and evaluating maintenance activities
  • Experience in VDOT contracting & VA procurement laws and regulations; ability to create scopes of work, estimate quantities and assist in putting together bid documents
  • Knowledge of Road & Bridge Standards & Specifications, road & bridge construction & maintenance practices and policies including incident management and inclement weather operations
  • Knowledge of OSHA & VDOT regulations & policies
  • Ability to resolve issues and negotiate successful resolutions 
  • Ability to interpret contracts and consistently apply policies and procedures in dealings with various contractors; document contractors performance
  • Ability to work independently

Preferred:

  • Familiar with VDOT computer tracking systems
  • Creative thinker with good problem solving skills
  • Technical writing experience

Education

Required:

  • High School Diploma
  • Associates degree in Construction Technology, Construction Management or similar
  • Technical writing or contract writing and review classes

Preferred:

  • Bachelor’s Degree in Civil Engineering

Certifications:

Required:

  • Valid driver’s license

Preferred:

  • OSHA 10 hour
  • First Aid/CPR
  • VDOT GRIT
  • Intermediate Work Zone Traffic Control Training with Flagger Certification
  • NIMS 100, 200, 700, 800
