French Marina

Located on the banks of Claytor Lake in Pulaski County, Virginia, between Hiwassee and Allisonia, French Marina is a private marina designed to have 91 boat slips as well as dry storage during the off season. Pillar worked with the client and submitted all of the necessary permit and regulatory review requirements on behalf of the client, including permits for septic, marina facility. We submitted the required documentation for Appalachian Power to submit to the Federal Energy Regulatory Commission for facility approval. Along with the marina, we also obtained permits for shoreline stabilization. Pillar worked with the county to develop an erosion and sediment control plan and obtain site development approval through the Pulaski County Planning Commission via a Special Use Permit. Pillar performed all the surveying services including boundary, topographic and location.

Deerfield Subdivision

PILLAR worked in conjunction with Hill Studio, P.C. (during Phase I) to design this 28-lot subdivision on eight acres off of East Lee Highway in Wytheville. After the site design phase, PILLAR partnered to completed construction administration with Hill Studio and performed third party inspection for the owners. This project is unique in that it is the first subdivision built in Wytheville to utilize Low Impact Development (LID) techniques. Utilizing LID with underground storage champers eliminated the need for a stormwater detention basin at the entrance thereby creating a commercial lot for future use. Because of the unique stormwater control measures, each lot was graded to within expected finished floor elevation. Hospital Hills Medical Park

PILLAR was commissioned to provide turn-key services on 18 acres of land behind the Wythe County Community Hospital for development of a medical park. The land had previously been subdivided into lots with an established road corridor. Utilizing this layout, PILLAR designed the road, water, and sewer for Phase I of this project to accommodate the Wythe Medical Associates parcel. While all parcels are gravity fed into a sanitary sewer line, a package grinder station was installed to pump the sewage to an existing manhole in the Wytheville Commons Shopping Plaza. In addition to providing the design, PILLAR also supplied project management and inspection (QA/QC). PILLAR produced contract bid documents; facilitated the pre-bid, bid opening, and preconstruction meetings; performed site inspections and reviews; and processed the contractor’s progress pay estimates. High Meadows Apartment Complex

Located in Wytheville Virginia off of Main Street, this 60 unit (7 building) apartment complex posed significant site challenges because of its upward sloping grade and low lying wetlands. Underground stormwater detention chambers are utilized underneath a parking lot in order to maximize units. A ten foot high segmental block retaining wall was also utilized to gain an additional ten units. This project was completed using VHDA monies which meant that a certain number of units and site amenities are handicap accessible and meet ADA requirements. Pillar also performed all the site construction survey layout.

Wythe County 20" Water Line Extension

A new 20” water line which will eventually tie into the Austinville Water Plant and service Wythe County’s Industrial Park was installed. PILLAR was awarded the full-time inspection job to monitor and inspect the contractor’s installation procedures and final work product. Observation of installation, testing, and water monitoring was carried out. Assistance and guidance were provided to help solve problems in the field as they arose. PILLAR reviewed the contractor’s pay schedule for accuracy. Daily logs of progress and material documentation were provided.

Jellystone Campground

Located on the banks of the New River in Wythe County near Foster Falls, this 58 acre site will eventually have 93 RV sites, 15 tent sites, 27 yurt sites, 37 rental cabins, lodge, outdoor amphitheater, water slide, put-put course, and boat rental. Pillar performed the site layout taking into account water quality treatment requirements of surface run-off, erosion and sediment control measures, steep grades for roads, terracing of sites, flood plain issues, clearance issues for bridges and multiple drainage zones. The Department of Conservation and Recreation was involved heavily on this project as the New River State Trail, a recreation trail converted from an old railroad line, dissects this property. Special permits and design considerations with utility, vehicle and stormwater crossings were needed as well. Wythe County Progress Park, ,

Pillar’s inspection department was hired by the county to inspect and oversee the construction of a new road leading to the Gatorade Processing Plant in the County’s Industrial Park (Progress Park). The project also included a railroad crossing. We performed site visits and provided progress reports with payment qualities to the County.

Austinville Water Treatment Plant

PILLAR joined forces with several other engineering firms to help in the design and construction of the new water plant on the New River. PILLAR’s responsibility in the project included boundary and topographic survey and plats for design and construction inspection for the three divisions. Division I consisted of the plant and intake construction; Division II included the installation of the 30” raw and 24” finish water line; and Division III encompassed the hanging of a 24” concrete insulated steel pipe on a steel girder bridge crossing the New River. The $17 million plant went operation six months ahead of schedule in January 2009. At full capacity it can treat and distribute four million gallons of water per day.

New River Oaks Subdivision

Located in the valley between Stoots Mountain and Little Mountain just off the New River in Carroll County Virginia, this 252 acre tract of land is being subdivided and developed into a gated 165 lot recreational subdivision. Steep terrain along with the presence of numerous streams and some wetland areas made this subdivision interesting for stormwater run-off control and road design. Both Department of Environmental Quality and US Army Corps of Engineers are involved because of jurisdictional control. An abandoned strip mine has also posed some challenges with land use. Phase I includes approximately 3.5 miles of road, 80 lots, 2 stormwater retention basins, and numerous culvert piping.

Washington Street Subdivision

The project included design for a 35-lot (both multi- and single-family) subdivision on roughly 16 acres, including water, sewer, and stormwater utilities, as well as a pump station package. Road design and layout were also aspects of the Washington Commons project. PILLAR’s survey team completed initial site control for aerial mapping, construction staking for Phases I and II of the project, and as built surveys for completed sections.

Virginia Steel & Fabrication

Located in the Bland County Industrial Park, Bastian, Virginia, Pillar was commissioned to perform site design services for a 30,000 square foot new steel fabrication building on a triangular shaped lot. Our work encompassed erosion and sediment control, stormwater detention measures, and utility coordination and placement. Because of the lot configuration, we had limited and tight turning radius for tractor trailer trucks as well as easement and setback issues. Stormwater proved to be a challenge because of the total impervious area (90%) of the lot. We utilized 3 stormwater detention basins along with culverts to achieve the required outlet flow. Both power and phone utilities needed to be relocated to be out of our stormwater facilities. As the site was a disturbance of over 1 acre, we needed to obtain a stormwater construction discharge permit and develop a Stormwater Pollution Prevention Plan (SWPPP). We also performed construction stakeout for a majority of the project.

Rocky Gap Rest Area ADA Sidewalks

Renovations in 2008 to the Southbound Rest Area and Welcome Center and Northbound I-77 Rest Area in Bland County specified updating the site to current American with Disabilities Act (ADA) specifications. This included the need for compliant parking access isles and pathways to the buildings and a couple picnic shelters.  PILLAR performed topographic and planimetric surveys to obtain existing features and terrain elevations.  We devised a new accessible route that did not require handrails which lead to the welcome center and rest room buildings.  The work entailed moving existing parking spaces and replacing existing curb and sidewalk with compliant widths, slopes and detectable warning strips.  Coordination with VDOT and the Rest Area Maintenance Contractor was crucial in the design phase.

PILLAR’s completed boundary, ALTA/ASCM, and topographical surveys as well as site plan for development of a 4,600 square foot commercial building located within in the Wytheville Commons Shopping Center.  Plats were also prepared to show prospective sewer easements.  Civil engineering included placement of the building with finished floor elevation; dumpster location and layout; sidewalk and parking space location and layout; parking lot pavement section; ADA-compliant grading plan; final surface elevations; utility connections; necessary landscaping; erosion and sediment control and narrative; and construction details for site grading and preparation of building the storefront.  The possibility of parking space variances was also investigated.  PILLAR’s survey team also completed stakeout for construction.
